Everything I knit for myself ends up being too big 😒

.. I take my measurements and then knit a swatch to make sure I get gauge but it doesn’t seem to matter, my sweaters always come out too big. What am I doing wrong? Is there a controlled way for me to shrink this just a little bit?

My favorite textured sweater
